MADISON TOWNSHIP BOARD OF TRUSTEES
WORKSHOP 

December 13, 2011 at 6:30 PM

 

 

The meeting was called to order by Chairman Bill Brotzman with the following people present: Mr. Wayman, Mr. Anderson, Mrs. Gerred-Ditchcreek, Mr. Advey, Chief Del Calzo.

 

Mr. Klco discussed the donation boxes located at various locations throughout the township; he stated that he spoke to the planning commission who stated that they can be a problem in that they can sometimes get in the right-of-way. Mr. Klco stated that he has only been called one time regarding them.

 

Mr. Klco stated that some residents in the Norton area complained that he issued a single family permit to a manufactured home. He noted that it met the minimum criteria of 1500 square feet and met the setback requirements as well.

 

Mr. Klco stated that they are still working with the Lake County Planning Commission regarding the commercial area.

 

Mr. Advey asked if the manufactured home is being set on a foundation, Mr. Klco confirmed that it is.

 

Mrs. Gerred-Ditchcreek stated she will be asking for a motion regarding the Township Association dues and also noted that the Board will be voting on temporary appropriations. She stated that she also has her estimated resources to take into the County tomorrow. She asked the Board members to meet with her, individually, before she finalizes the budget so that she can express her concerns. She stated that the real estate taxes are being used at .96, per the County.

 

Chief Del Calzo asked Mrs. Gerred-Ditchcreek if some money came in for the police department because looking at the appropriation sheet, there appears to be more. He then noticed that the date is for the middle of November and he was looking at December appropriations.

 

Chief Del Calzo stated that he will be asking for a brief executive session to discuss union negotiations.

 

Mr. Advey stated that the Township Park Beach Enhancement project is going well. He spoke this week to Tom, Shoreline Construction and John Matriacardi from Matrix Engineering and that slate is underneath the current structure. He stated that they also found that there is virtually no clay or sand on the slate so they cannot put these three to four ton stones on top of this because if they do the wave action will move them over a period of time due to the smoothness of the slate. He then discussed the method they used to embed the primary stones in place. He stated that the water level is up a little bit and that they may need more armor stone. He noted that a change order is expected for the adjustment method due to the slate discovered, and that he is asking for a motion to allow him to authorize the change orders up to $26,000.00.

 

Mr. Advey discussed the legislation he passed out earlier in the month that Heidi Fought sent. He stated that he is looking at the local government innovation program that hasn’t been finalized yet but $45,000,000 has been allocated for fiscal year 2013. It states that the program “will provide loans and grants for local government innovation projects, which includes the purchase of equipment, facilities, or systems, or for implementation costs”. He stated that he reads this as; if we work together with another township, or maybe the village, there could be some funds available to us. He stated that he will look into this more at the Ohio Township Association Winter Conference.

 

Mr. Advey advised that the Red Bird Phase I storm sewer is moving along design-wise and looks to begin in February or March. He will be sending out a letter to residents on the west side, south of Scotland, because there are a number of storm sewers, connections, and crossovers which are going to be vacated when the new storm trunk is tied in so he wants to be sure if a resident has a sump pump or gutters tied in that they are not missed in the construction stage. He also stated that the tree removal needs to be completed by April 15th. He stated that the Bathgate/N Watling/Orkney project is well along the way, trees have been cut down and Steve Heilman told him there is twenty feet of pipe laid down. He noted that they are contending with high water tables and were even delayed at the start because the pipe they were tying into was full of water.

 

Mr. Advey stated that he spoke to Sean Sprouse this afternoon and he stated that he has only received one quote that is compatible with what we have now, which is through Kaiser. He also is waiting on three other companies to get back to him with quotes before he goes to Anthem for a rate relief. He stated that Sean has already spoken with Anthem informally who told him there is a good possibility of a few points off of the rate increase we are looking at. He added that we could always look at other policies within Anthem to help lower the rates. He stated that we can’t deviate too far from what we have due to the police union. Mr. Advey stated that he checked with Marina on the deductible that the township pays. He stated we have a $186,000.00 exposure for the year and we’ve paid, so far, $116,000.00 so there looks to be a little bit of savings in that area. Mrs. Gerred-Ditchcreek stated that the problem is that the five percent that the employees are contributing to the premium is based on two-year old premiums. She added that with the last two years premium increase, the employees’ contribution didn’t increase.

 

With no further business to come before the Board, Mr. Brotzman adjourned the Workshop Meeting at 6:43 p.m.
