The meeting was
called to order by Chairman Bill Brotzman with the following people present: Mr.
Wayman, Mr. Anderson, Mr. Advey, Chief Del Calzo, Township Solicitor, Ron
Graham, Mrs. Gerred-Ditchcreek.
Chief Del Calzo
informed the Board that Officer Greg Williams was injured while on duty due to
chasing a warrant suspect. He stated that Officer Williams twisted his knee and
has a release for light duty work and hopefully will be back to full status by
next week.
Chief Del Calzo
stated that he is going to be asking to donate a 2005 Kawasaki ATV to the Youth
Baseball Association. He stated that this was a stolen vehicle that the Township
Police recovered and the insurance company had already made a settlement with
the owner and stated that the police could keep as long as they didn’t sell it.
The Chief stated that they have only used it one time and have had it for a
number of years. He stated that the Youth baseball association could use this to
rake the fields.
Chief Del Calzo
stated that he will be asking for approval for the resignation of two part-time
employees.

stated that he will also be asking for an Executive Session.
Mrs.
Gerred-Ditchcreek stated that she will be out of town next week.
Mr. Advey discussed
a letter he received from Brian Blaney from ODOT in response to the letter the
Township sent to him regarding the Route 20 and Dock Road intersection. He
stated that they will be doing more studies and he noted that there are traffic
light issues such as; Arcola and Dock are offset and that is not a good
situation, the bridge is not up to current specs for width, the guard rails
hinder the line of sight. Mr. Blaney stated that the bridge is slated for
replacement in 2019 but he will make calls to see if it can be pushed up. Larry
spoke to Mr. Blaney about the dip in the road and that if that was fixed, the
vehicles would be higher and more visible. He also noted that the line of sight
regarding the trees at Ridge Manor needs to be cut back. Brian Blaney also
pointed out to him that stop lines painted on Dock and Arcola should be closer
to Route 20, improving the line of sight. Brian Blaney will be contacting us in
the future to come out and meet with everyone regarding that intersection.
Mr. Advey discussed
the baseball field lighting at Township Park. He had Cindi call around to see
how other communities manage their field lighting. Painesville City provides
their own power so they can charge a lower price. Mentor charges $25 per hour
and then subsidizes the rest, but he noted that the Township doesn’t have the
luxury to do that. Eastlake charges for the meter use. Mr. Advey spoke to one of
the leagues who stated they would not be playing night ball so they are not
concerned about it. Eastlake recommended if there are wooden poles at the fields
that we get them inspected before taking this on due to the replacement costs of
the poles can be as high as $800 per pole. He noted that we’ve done some recent
repairs to lights on some of the poles.
Mr. Advey discussed
the tree removal funds noting that $15,000.00 was appropriated and we are
already a little bit over half way to that amount. He is going to speak with
Steve Heilman and stated that they may come back to the Board to request another
$9,000.00. He noted that the trees in the area are getting older and due to all
of the wet weather we’ve had, many of the trees are very vulnerable. Many of
these older, dying trees are causing a safety hazard which causes a liability to
the Township and they need to come down.
Mr. Advey stated
that the 2011 Road Paving bid is out and will be opened in a couple of weeks.
Mr. Advey stated
that he will be asking the Board to approve the Madison Township Safety
Equipment use policy, noting that this is 100% in line with OSHA. He noted that
this policy needs to be followed tightly to avoid injuries and accidents.
Mr. Advey stated
that the Unionville Playground equipment should be put in next week, weather
permitting.
Mr. Advey discussed
the Army Corp of Engineer’s (ACE) request for assurance regarding the
breakwaters to be put in at Township Park. He stated that LaTourette’s office is
supposed to be sending a letter to the ACE recommending that they accept our
resolution. He stated that we could go to a stand-by letter of credit for
$30,000.00 and that could cost $1,000.00 per year. He also noted that if we have
to take it out of the Township, we can but he is trying to avoid having to set
that money aside. He noted that Matrix Engineering stated that if we had to
remove the breakwaters, we would get more than $30,000.00 for the stone.
Mr. Advey stated
that he has received quotes from Goodwin, Adriatic, and Hayden for the Service
Garage Extension’s roof (old Fire Station 3). He stated that Adriatic came in a
bit cheaper and upon reviewing they are pretty much the same as Goodwin and
noted that Adriatic doesn’t want to replace the sandstone on top but that
Goodwin would but there would be additional costs so he recommends going with
Adriatic.
Mr. Advey stated
that he and Paul Cook met with some roofers at Township Park’s pavilion who will
be submitting quotes for the Community Development Block Grant (CDBG) project
there. He also spoke with Jason Boyd from the Planning Commission, who heads the
CDBG, regarding the Chapel at Stanton Park and he stated that the Chapel would
not qualify due to the income in the area. He stated that there were three
cement contractors there to give quotes on the floor of the pavilion as well.
Mr. Advey stated that he is going to submit it, which he is asking for a
resolution to support this submission. He stated that the roof should stay below
the bid ceiling, but he doesn’t think the concrete will as it will be around
$25,000.00. He stated that they discussed the concrete with the contractors and
they stated they would just pour a four inch slab on top of what is already
there, they all spoke very highly of this technique. He stated that we are going
to do some in-kind work as well such as the sidewalk around it and the steps
which will make the Grant look better. He also asked them to take a look at the
Chapel roof as well and provide some quotes on it.
With no further
business to come before the Board, Mr. Brotzman adjourned the Workshop Meeting
at 6:38 p.m.
